On September 9, the Democratic Party’s Jogye Won (National Culture, Sports and Tourism Committee) proposed a partial revision of the National Sports Promotion Act to improve the prevalence of human rights violations of the sports world and establish fair contract practices between the members of the workplace.
The current National Sports Promotion Act stipulates the obligation to develop and disseminate standard contracts only for athletes from the workplace athletic team, and the contract with the leader who is superior to the athlete was placed in the blind spot. As a result, even if a sports leader commits serious human rights violations such as violence and sexual harassment, it is difficult to take practical measures such as termination of the contract.
In July of last year, a swimmer from the Gyeongnam Sports Association was assaulted by the manager during the training and closed his career for 13 years. However, the Sports Association did not specify violence on the reason for termination of leadership contracts, and it was controversial that even though they knew the assault of the player, they signed a contract with the manager.
The amendment supplemented the lack of the current system by expanding its obligations to develop and disseminate standard contracts not only for players but also for sports leaders.
In addition, the standard contract requires that the contract can be terminated if the ‘infringement of human rights and sports corruption’ occurs. In addition, if the standard contract is enacted and revised, the effectiveness of the system was enhanced by listening to the opinions of stakeholders and experts.
